About Us

What is a Management Mistrict

A Management District is a special district created by the Texas Legislature and recognized by the City of Houston to supplement local services—never replace them. These districts are empowered to:

• Promote and support economic development, public safety, transportation, recreation, housing, the arts, tourism, and public welfare within a defined area.

• Finance improvements and operations through bonds, ad valorem taxes, assessments, or other authorized funding—typically applied only to commercial properties, not to single-family homes—often subject to voter approval.

These districts are political subdivisions of the State of Texas, operating through enabling legislation to address local needs beyond those funded by city or county government.

Meet The Board

Our board is made up of property owners, business leaders, or stakeholders within the district who volunteer their time to represent community interests. They are responsible for setting priorities, approving budgets, and ensuring that projects and services—such as public safety, beautification, mobility, and economic development—align with the district’s mission and legislative authority. Acting as stewards of taxpayer funds, the board works in partnership with local government, businesses, and residents to enhance the district’s overall quality of life and economic vitality.
