The Gulfton Management District is excited to celebrate the groundbreaking of Commissioner Lesley Briones’ transformative Burnett Bayland Park project, marking a significant new chapter for our community. This visionary initiative addresses critical local challenges, notably the urban heat island effect, and highlights that Gulfton is a valued and deserving community.

“Gulfton is the Ellis Island of Harris County, a diverse and vibrant community where families from around the globe build their futures,” said Commissioner Lesley Briones. “Their voices have guided this bold vision, ensuring Burnett Bayland Park becomes a truly inclusive, resilient community landmark.”

Since the Master Plan’s inception in September 2023, Commissioner Briones and her team have deeply engaged with the Gulfton community. The project was shaped by community engagement in seven languages, reflecting a truly inclusive approach. Over 1,000 residents, 850 survey participants, and 30 civic groups have contributed valuable input to shape a plan aligned with community priorities which include:

Cooling Down Gulfton
Gulfton, recognized as one of Houston’s hottest neighborhoods, often experiences temperatures significantly higher than surrounding areas due to limited tree coverage. The Burnett Bayland Park project directly addresses this challenge by planting numerous native trees and creating extensive shaded areas, substantially enhancing the comfort and well-being of residents.

Safety and Accessibility for All
Park improvements include safer pedestrian crossings, wide, well-lit trails, and multiple entry points designed to welcome residents of all ages and mobility levels, promoting safety and inclusivity.

Expanding Community and Recreation Opportunities
New amenities such as a community garden and boardwalk will foster deeper community connections. Refurbished soccer fields, sports courts, and new pickleball courts will encourage active lifestyles and family-friendly activities.

Strengthening Economic and Social Bonds
Plans for a vibrant community center, permanent farmers market, and dedicated food truck areas will boost local economic activity. Conveniently situated near the future METRO Bus Rapid Transit (BRT) station, the park will become a thriving, accessible community hub.

Precinct 4’s public and private partners supporting Commissioner Briones in this effort include Precinct4Forward, the National Park Service, the Brown Foundation, CenterPoint Energy Foundation, and The Baxter Trust.

Harris County Engineer Dr. Milton Rahman noted, “The Burnett Bayland Park project demonstrates clear and committed leadership. Commissioner Briones has shown decisive action in turning community aspirations into reality.”

Commissioner Briones emphasized the continued need for collaboration: “We eagerly anticipate opening this premier park in the fall of 2026, built by and for our Gulfton residents. As we launch our capital campaign for future phases, we invite new partners to join us in fostering a connected, inclusive, and resilient future for Gulfton and Harris County.”

Why This Matters for Gulfton

Gulfton is a vibrant yet underserved community where more than 60% of residents were born outside the U.S., many living in apartments with limited access to green space. The park expansion responds directly to community-driven priorities:

  • Environmental resilience: Shade and public health in one of Houston’s hottest urban areas

  • Recreation & social connectivity: Safe, accessible facilities for families, youth, and seniors

  • Economic uplift & cultural spaces: Community center, market areas, and events enhancing local economy and unity
